after giving height="100%" for panel my vertical scroll bar is getting vanish

hello friends,

i am keeping datagrid in panel to get vertical scroll bar instead of getting vertical scroll bar on webpage but how it is possible to get vertical scroll bar when i gave panel height="100%"

it is working fine for pixes but i want with % so that there will be no resolution problem for me

if any help really appreciated
