What could be the objective of the technical design document? I mean what is the intent of the technical design document?

this is used to specify the dosing and the technique used to build the application you can say that this is a specification document of the application..

There is nothing called a technical design document specifically. A design document is always technical. It contains either high-level or low-level design document. The names are self explanatory of what it contains - overview and indepth explanation. Design document always satisfies one objective - the software model of the given requirements.
