In respect to the date of the question, we should not refer to Sharepoint as Portal Server any longer. That meaning really has changed. MS has done a good job of making the versions of Sharepoint difficult to distinguish when standing at the book rack at Borders.
WSS and MOSS are different now than what was previously called Portal Server. A little reading on MS.com can clear that up for you.
There is also a tremendous difference in pricing, with WSS being free.
